Tooling design is a standalone scope

The deliverable is the engineering, not the hardware. We design the tool, oversee its manufacture and we are in the room for factory acceptance testing; fabrication sits with the vendors. That boundary is why the interface engineering has to be right before anything is cut, and getting it right is what eliminates interface friction and de-risks offshore operations.
